Lightly grease a 2 qt baking dish and preheat the oven to 350 F.
Microwave the green beans in the bag according to package instructions, and let them cool for 5 minutes before opening the bag.
Combine them with the cream of mushroom soup, milk, soy sauce, garlic powder, onion powder, celery salt, one cup of crispy onions, and freshly cracked black pepper to taste in a medium-sized bowl.
Transfer to a 2 qt baking dish and bake for 30-35 mins, uncovered. Remove from the oven, stir, top with the remaining ½ cup of crispy onions, and bake for 10 more minutes until golden brown.
